Hrant Kostanyan,  Policy Analyst at the Center for European Policy Studies (CEPS), told A1+ in Brussels that it is true that there are controversial issues in the Eastern Partnership summit declaration, and that, in his opinion, negotiations can continue until the last minute.  "I cannot say what the situation is, especially the part related to Nagorno-Karabakh." As for the agreement with Armenia, according to the expert there are no questions, all the issues are solved, even the part related to Nagorno Karabakh. "The agreement is ready. There are only some technical issues related to translations and corrections made by lawyers,"said Hrant Kostanyan. The signing of the partnership agreement with the European Union is expected on November 24 in Brussels.
