OCTOBER 27 TERRORIST ACTION PERPETRATORS DESERVE EXECUTION

“On October 27, 1999, Armenian National Assembly members knelt down on the ground forced by circumstances. However, many of them are still down”, MP and head of parliamentary commission on state and legal issues Victor Dallakyan said today. CE Secretary General Walter Schwimmer’s statement on death penalty abolition in Armenia must not apply to the October 27 terrorist action perpetrators, committed unprecedented crime in the House of Parliament.

The MP reminded that according to new Penal Code death penalty is repealed. He introduced an amendment to the Code, which stipulates that “death penalty repeal applies to the crimes committed before the Code takes force”. So, capital punishment would be inevitable for the terrorists. And what about other prisoners sentenced to death, they can be granted an amnesty.

Speaking on the Kocharyan impeachment Dallakyan said, under the provision 4 of the article 22 of National Assembly regulations, the National Assembly ought to discuss the issue at an extraordinary parliamentary session.

Questioned about his plans for presidential elections, Dallakyan said: “I’ll answer this question with diplomacy, as US President Lincoln did – events make a man president”.
