CONSTITUTION FOR DRAGGING OUT KOCHARYAN’S REGIME

Under at least 22 planks the president is conferred on extra commissions, in particular, he has the right to declare a war, military and emergency state, thus delaying his powers for unknown term” .
“The amendments prepared by Robert Kocharyan are like a bomb, put under the Armenian statehood and Armenia” , Armenian National Movement Party thinks. At the tensed pre-election campaign they prefer to use the time set for themselves for anti-propaganda of Constitution because it is a state problem and not a party one, and the high rankers are not concerned about it.
Studying and comparing the Constitution in force and the offered amendments, ANM members Aram Manukyan and Ashot Sargssyan disclose more and more weak points. If they are approved, Armenian statehood will be endangered. “It may well be that one day we face the formula “Land for Debt”” , the statement says.
Freedoms and rights of the citizens are restricted . Parliament commissions are said to be increased but it is just the contrary. “The draft takes away the right for impeachment of the president from Parliament, and gives the right for the final decision to the appointed body, Constitutional Court. So the president becomes absolutely inviolable” .
Commission for commenting on the Constitution is instituted. “It is dangerous to put such a version to referendum under these conditions” , ANM leaders announce. They also call to eliminate the Constitutional amendments in that form from circulation, and to vote against the version put to referendum through violating laws and rights if it is put.
