OSCE MINSK GROUP CO-CHAIRMEN ARRIVE IN YEREVAN

OSCE Minsk Group Co-Chairs Rudolf Perina, Phillip De Surmen and Russian Foreign Deputy Minister Vyacheslav Trubnikov arrived in Yerevan today.

As it was already reported, Co-Chairs met Azerbaijan’s President Heidar Aliev and Foreign Minister Guliev in Baku yesterday. The Co-Chairmen suggest to expand the frames of negotiation by including Nagorno-Karabakhi authorities in it. Azeri side, in turn, demands the representatives of Azeri Community of Nagorno-Karabakh are also to be included in peace-talk process.

Mediators also suggest the presidents of Armenia and Azerbaijan to appoint their spokesmen to hold negotiations. As Robert Kocharyan and Heidar Aliev are used to meet rarely, the process of the talks slows down. It can lead to deadlock, Vyacheslav Trubnikov said.

The Minsk Group never suggests anything, contradicting interests of any side, and always sticks to the UN principles, American Co-Chairman Rudolf Perina said. Perina also noticed that international law norms stipulate border alteration, but only with relevant country consent.

The circumstance, that presidential elections are to be held in 2003 in both Armenia and Azerbaijan, doesn’t make Co-Chairs to hurry. Who else to become the president of the country, he must realize, that the conflict settlement is a huge responsibility he have to bear, Vyacheslav Trubnikov said.
