THE AMERICAN CONGRESSMAN DOESN’T AGREE TO THE OFFICIAL STANDPOINT OF USA

Frank Palloun, the Co-Chair of USA Congress Group on Armenia doesn’t agree to the official standpoint of USA on Karabagh which says Karabagh is the part of Azerbaijan . Palloun considers Karabagh either as an independent state or a part of Armenia. He assures there are many like-minded persons in USA Congress.

Last Sunday Frank Palloun and his colleague Lloyd Dogitt participated in presidential elections of Karabagh as observers. Palloun compares Karabaghi elections with those in USA calling them free and transparent. He hopes the great Peace Treaty on Karabagh will be signed soon though says the elections both in Armenia and Azerbaijan in 2003 will hamper the negotiation process .

He also says Senate’s Allocation Committee decided to allocate the rest of the given $ 20 million to Karabagh and additional $ 5 million. Under the preliminary decision in the next financial year the aid to Armenia will remain unchanged and will make $ 90 million. But the sum on military expenditure will reduce making $ 3,7 million instead of $ 4,3 .
