AMALYAN GAINS ADVANTAGE FROM DELAY

The Economic Court decision made yesterday on Noyan Tapan news agency claim against Radio and Television National Commission composed new grounds for the TV frequencies tender farther delay.

Now, head of the Commission Grigor Amalyan is ruling the situation. He can suspend it up to 2003 February.

It seems the whole course of action has been orchestrated from the very beginning, when Noyan Tapan came to the November 8 competition absolutely unprepared without submitting relevant papers to the Commission and specifying the exact frequency it aspires to.

Noyan Tapan had to know very well that it is senseless to challenge the Appeal Court decision in Armenia. That’s why A1+ TV Company has decided to appeal to European Court.

The Economic Court’s decision obliged Noyan Tapan to indicate the frequency leaving the agency with no alternative but to comply with the decision. Noyan Tapan will do it sooner or later. And Amalyan will be the only one who reaps the fruits of the situation created by the news agency.

Now some media outlets are disseminating the idea that applying for 4 frequencies A1+ deprived Noyan Tapan of a chance of obtaining license.

However, it was in 5 days before the day set for proposals’ submission, when A1+ asked the agency about its intentions. “We have not decided yet”, the answer was. Nevertheless, A1+ did keep Noyan Tapan in touch with its strategic step by informing the agency about its intention to apply for 4 frequencies and saying the company doesn’t apply for 58 frequency, on which CNN is retransmitted. So, let Noyan Tapan not pretend to be unaware of A1+’s plans.

Perhaps, the agency things it makes its rating higher by flirting with Amalyan. But it is clear for everybody that Noyan Tapan has neither equipment nor human resources to ensure 18-hour broadcasting. It is also obvious that the agency won’t accomplish in obtaining a frequency this way and that its all attacks are directed against A1+.
