"Hidden fees" at schools
Human Rights Defender of Armenia Arman Tatoyan applied to the Constitutional Court on the constitutionality of the amounts paid to the textbooks of public education schools. In particular, the RA Law on Education stipulates free textbooks only for pupils from 1st to 4th grades, and the payments for textbooks for higher than 4th grade students are provided. Meanwhile, according to the Constitution, secondary education is free in state educational institutions. In the current situation, by defining "hidden fees", the child's constitutional right to receive free secondary education is endangered. The above-mentioned arrangements create a number of complications for children and their parents.
