Why does the Armenian law enforcement system fail to prevent the murders and incidents with the participation of criminal authorities? The last case happened a few days ago, right in the center of Yerevan, nearby Vernisage. Arthur Davtyan, Prosecutor General of Armenia, says that those crimes are prevented, about which the law-enforcement officials have information in advance. The Prosecutor General cannot give an exact answer on whether it was possible to prevent the bloody incident nearby Vernisage, and was not done by the law enforcement officials. "When there is relevant information, then the incident can be prevented. That is why I am saying that it is not an aprior phenomenon.
