“The first achievement of 26-year-old Armenia is the independence of Artsakh but we have had losses. “We were unable to keep in our country Armenians of Azerbaijan who arrived here at the beginning of the century. I also consider emigration and inequality before the law another loss for us,” the director of the Modus Vivendi Center, Ara Papian, said on September 20. Political analyst Tevan Poghosyan considers public distrust towards state institutions to be a negative phenomenon. “During those years, we have been unable to form a middle class, which will be guided by high values. There is no distrust towards justice,” he said. Gevorg Gorgisyan, a lawmaker from the Yelk (Way Out alliance) says ‘independence is an achievement itself.’ Although with shortcomings, it is a great achievement to have a strong and powerful army. I  consider emigration and our relations with the Diaspora a loss for us,” said the lawmaker. Tevan Poghosyan says that the reason for the failure of our state institutions is the fear of responsibility. In addition, independent Armenia has inherited Soviet-era officials who used to steal from the state. "It is necessary to educate new citizens who will realize their responsibility before the state,” he stressed.
