Ministry cannot fight against dishonest organizers

During the upcoming years, the quality of the cultural production and services should be raised, the RA Deputy Minister of Culture Arthur Poghosyan told the journalists, presenting the expected reforms in the culture sphere within the frames of new project of the Government. Commercial element must be activated in the culture sphere, there should be cafes, stalls for selling souvenirs at the cultural sites, “By creating adjacent services, we make our culture more available, which will ensure flow of the tourists, and new flows mean new means, and those means will be invested in the development of the culture.” Soon a big bookstore and an entertainment center will be opened at Stanislavski Russian Theatre of Yerevan. The project is already ready, the private sector invested AMD 80 million. In the near future the system of sales of electronic tickets will operate, limiting corruption risks and ensuring serious information flows for customers, and the app of the project will also be available. According to the Deputy Minister it is time that Armenia have the law on film. The institute of commissionaire of cinematography will be invested in Armenia, “If the film producers want to shoot a film, the state will support them, providing equipment and other necessary aid, and the most important, foreign filmmakers will get back 20 percent of their expenses.” In reply to the question on the levers the Ministry of Culture has for fighting against the activities of those organizations, due to which concerts are cancelled and the price of the ticket isn’t reimbursed, Arthur Poghosyan answered that the Ministry has no authority over the private organizations carrying out cultural activities, “Really there are many such cases, it is a crime and you must defend your rights at courts. In the near future we are not going to adopt a law regulating the sphere, what’s more we are trying to encourage the organizations to be more involved in that work.”
