It is clearly defined in the negotiations over Artsakh issue that Armenian troops will be withdrawn from the territory of Artsakh. According to the words of former foreign minister of Artsakh, agreeing with such a development for possible peace is absurd. He says that Armenia’s state policy was a blunder still in 1993, “At that time Armenia became a party to the conflict and the conflict became an international issue.
