Grigor Amalyan, the Chair of TV and Radio National Commission, oversensitively reacted to the statement by OSCE on the free frequency ranges are to be put to the competition. Of course, he doesn't mind, but...

"We have what we have. What is to put to the competition if there are no vacated frequency ranges now? Of course, "AR", "Prometevs", "NTV", "Cinemax" have no licence but they are allowed to broadcast, according to the 59-th article of the Law on TV and Radio",- Amalyan says. But let's mention the 59-th article one more time. It says TV and Radio Companies continue broadcasting till the winner is known.

When a term for a new competition will be announced for? Goodness knows... The competition might be announced for, e. g., on December the 31-st /as the Commission made public the list of the free frequency ranges at the beginning of 2002, now it must announce for a competition for them /.

The frequency ranges occupied by "Mir" and "ART 13" are considered to be free. They have licences but haven't been on air for a single time within 6 months. According to the law, the Commission was to deprive them of the licence and announce for a new competition for those frequency ranges. The Commission hasn't done something like that, i.e., it infringed the law one more time.
