Human rights NGOs in Armenia today discussed local elections in Gyumri and Vanadzor cities. ‘They issued a statement saying that the changes in the Electoral Code will not affect the quality of the upcoming parliamentary elections. Rather, the elections in Gyurmri and Vanadzor make the results of the parliamentary elections predictable.
