“For renewed violence the parties will bear full responsibility,” announced Foreign Ministers of the OSCE Minsk Group Co-chair countries on December 8 in Hamburg. They call on heads of Armenia and Azerbaijan to demonstrate flexibility and to return to the negotiation table. Yesterday at the meeting with intellectuals in Karabakh Serzh Sargsyan did not touch upon this call. On August 10 Serzh Sargsyan was in Moscow. There he thanked Vladimir Putin for the efforts put in the Nagorno Karabakh conflict. Foreign Ministers of the OSCE Minsk Group Co-chair countries also spoke about the reached agreements. They called on Yerevan and Baku to honor the agreements reflected in the Joint Statements of the 16 May Summit in Vienna and the 20 June Summit in St. Petersburg. In Vienna Ilham Aliyev stated that they had no intention to fight. In Vienna Co-chairs reiterated that the conflict has no military settlement, and after Saint Petersburg President of Azerbaijan announced that if it seemed to someone that meaningless negotiations would continue for another 20 years, they were mistaken. Later, in October, Aliyev told Russian journalist that Presidents of the OSCE Co-chair countries reiterated that status quo is unacceptable, but it makes no change, “We will never agree with Nagorno Karabakh’s independence and the Armenian side knows it very well.” President of Azerbaijan assures that today Nagorno Karabakh is not a safe and prospering territory, Karabakh has no alternative; it should normalize relations with Azerbaijan. In November Serzh Sargsyan told the same journalist that in 2011 we were close to signing the document, by which Armenia surrenders all seven regions, “But alas, in Kazan Azerbaijan refused that principle. - It means you met in order to sign. –Yes, yes, taking into account the fact that Presidents of three countries were sure that we would sign.” A month ago in the interview with a Russian media outlet, Karabakh President stated that as long as Karabakh does not participate in the negotiations, it is impossible to reach any result; recognition of Karabakh’s independence is just a matter of time, “And we will continue our work, hoping that sooner or later the international community will recognize our republic.” In Hamburg no one has great expectations from the parties. Each of Co-Chair countries is ready to organize meeting of Ilham Aliyev and Serzh Sargsyan in their country. Armenia is ready for such a meeting. The decision is up to Azerbaijan.
