The National Assembly started its Wednesday sitting with a one-minute silence in memory of the victims of the 1988 devastating earthquake. At the beginning of the sitting, Armenian lawmaker Edmon Marukyan addressed a question to Vache Terteryan, Deputy Minister of Territorial Administration and Emergency Situations. He spoke about the situation in Vanadzor city where three factions are boycotting the sittings of the Council of Elders. Vache Terteryan said though there is no consolidation between these forces today, they may come to an agreement tomorrow. Hrant Bagratyan, a lawmaker representing the Armenian National Congress (HAK) faction, said laws of this kind are to be adopted after hearings. “It has a number of shortcomings. People should distinguish between taxes and duties. I liked the idea of increasing the tax on property. You were speaking about it still in 2009. Its presence is already a step forward, but I am against the bill because of its technical shortcomings…” Suddenly he stopped. It turned out that his questions related to the previous bill.
