“The program you have presented is inadequate to the current situation. The budget is a political document, but you do not speak about the sore points of the economy, you do not speak about corruption and monopolies,” Aram Manukyan, Secretary of the Armenian National Congress (HAK) faction, told Minster of Finance Vardan Aramyan during the parliamentary debates on the revised FY 2017 draft budget. “What is your concept? I do not see it. The situation is critical, isn’t it? What is the difference between you and the previous government? Have you brought the recipe for the ailing economy?” Mr. Manukyan asked. Vardan Aramyan agreed that the budget is more of a political document. “However, the budget is also a tool for macroeconomic management. We told you our views on these issues. Our program refers to the fight against corruption. For example, we offer information systems disallowing people to communicate with each other. Corruption is born when a person goes to a state official with documents in his hand and the latter says that life is so bad that he must do the this or that thing… Let me cite an example. They say that licenses should be electronic and this is a step against corruption. Budget is also a social obligation. I am sure we will succeed in the fight against corruption,” he said. “Whatever you are saying now is necessary. However, you look at our ailing economy as a system that needs a treatment of some 50 years and more, at the same time giving it a remedy for the common cold. Whereas the system is rotten, I am speaking about the level of shadow economy which totals 40 percent. Now you neglect the cancer and only give drops for cold. You steps, though correct, are not adequate for our economy, we need drastic steps. There are five billionaires in Armenia, who are richer than Trump. “Mr. Manukyan is right. You have a cold, but the economy does not need pills for the cold, we need medication to stabilize the economy,” said Mikael Melkumyan of the Prosperous Armenia Party (BHK).
