During the parliamentary discussions on the draft amendments to the Law on Rules of Procedure of the National Assembly, lawmaker of the Armenian National Congress (HAK) faction, Gagik Jhnagiryan, said it was a key law which comes second in our country after the Constitution. “But we are discussing this important bill in a tired and half-empty hall. Should the law give an opportunity [to lawmakers] to become heroes, many would register for speeches here,” the opposition lawmaker said. Naira Zohrabyan, Head of the Prosperous Armenia Party (BHK) faction, also expressed her displeasure with the fact that the bill was being discussed in a half-empty hall. She particularly liked the provision of the bill which allows a head of a parliamentary faction to vote instead of a lawmaker in accordance with his mandate. “…of course, with the exception of cases when a lawmaker is sitting in a sauna or in a bar,” she stressed. At the same time, Naira Zohrabyan stressed the importance of experts in parliament. “Nowhere in Europe will you find a lawmaker sitting and writing a law. He only gives an idea and an expert group works on it. In the case of our experts, we find out that the maximum they can do is to make coffee. The National Assembly does not pay them for making Espresso or Turkish coffee; it has nothing to do with their parliamentary activities. Let us put filters here as well.”
