As usual before the session of the Executive Body, Prime Minister Karen Karapetyan gave some recommendations to the Ministries. From October 31, the discussions of next year’s draft budget will start in the NA Standing Committees. PM instructed the Ministers to present the reports of their spheres in program budgeting format and derive from government’s program provisions: “Particularly, it is necessary to explain the MPs and the public in an available language all those principles and approaches due to which the budgets of your sector have been formed. First of all it is necessary to introduce the provided funding according to the implemented programs’ qualitative and quantitative results and indicators in order to understand its purpose and necessity,” noted the PM. The PM sent also an assignment to the Ministry of Agriculture. During one week the Ministry must introduce a package on the dissolution of the State Inspectorate on Agricultural Machinery: “”I think there is no need to comment on the decision”, added the PM. Ignati Arakelyan had a question about this assignment: “And where will go the powers of this institution?  I’m just not aware of this, I’ve heard this first time, that’s why I am asking”, noted the Minister. Davit Harutyunyan, the Minister-Chief of RA Government Staff, answered the question: “Research was carried out in some inspectorates, and all those inspectorates, which are not beneficial for the state, will be dissolved, including the State Inspectorate on Agricultural Machinery. The function of the inspectorate’s plate numbers is given to the Police, in other cases – to no one, and the inspectorate is dissolved.” The PM added addressing the Minister of Agriculture: “Haven’t you studied this inspectorate, do you find its activity beneficial?” “Well, it crossed my mind to dissolve it”, replied Mr. Arakelyan, and the PM answered it with a smile, “Taking into account your thought, I instruct you to dissolve”.
