“Azerbaijan at all costs is trying to avoid the fulfillment of agreements reached in Vienna and Saint Petersburg,” said political expert Sergey Minasyan at the press conference. He says that the visit of the OSCE Minsk Group Co-Chairs to the region was conditioned by the freezing of the negotiation process after April hostilities, “The main task, which the Co-Chairs tried to discuss with the opposing parties, is the achievement of progress in the sphere of mechanism of trust, that’s expansion of Kasprzyk’s office and monitoring mission on the Line of Contact.” The political expert noted that he doesn’t think that in the near future there will be any progress in this issue. “We have a situation, when it seems that the parties are returning to the negotiations phase existing before April War, but the Azerbaijani side again refuses to try at least formally taking any actions. It is clear for Co-Chairs, but they have a mission and their objective is the resumption of negotiations process, even if it doesn’t include any serious element.” As for the possible meeting of Armenian and Azerbaijani Foreign Ministers at the OSCE summit in Hamburg in December, Sergey Minasyan thinks that there will again be attempts to negotiate over investment of mechanisms of trust, as well as an issue of organizing a meeting at presidents’ level will also be discussed. The political expert isn’t optimistic and thinks that it isn’t worth awaiting resumption of negotiations in near or distant future, “I don’t think that in the upcoming decade we will have such progress, which will meet the interests of all the parties and nations of two countries. Karabakh conflict is a very complex ethno-political issue,” he summed up.
