Vartan Oskanian does not want to engage in dialogue or debate with opposition (video)

In 1998, Armenia’s Foreign Minister Vartan Oskanian did not agree with the official circles that the Armenian diplomacy had a defeat in Lisbon in 1997, though he admits that things were not so good [for Armenia] after the Lisbon summit. The decisions taken during the summit had no legal force though Oskanian says they had political importance, and the international community and Azerbaijan used them against Armenia. Oskanian says the previous authorities [in Armenia] did not represent a criminal regime. The fact is that the decisions were modified via Istanbul. Paragraph 19 of this controversial document referred to the territorial integrity of all members of the Organization for Security and Cooperation in Europe (OSCE) and granting a high degree of autonomy to the disputed territories. Vartan Oskanian says the international community sees Karabakh in ‘a common state’ with Azerbaijan. Yet, it does not mean that the international community sees Karabakh as part of the present-day Azerbaijan. Mr. Oskanian does not want to engage in dialogue or debate with the opposition in Armenia.
