During the special session of the National Assembly called by the Armenian Government, opposition lawmaker Hrant Bagratyan said the state is obliged to give the communities a share from the profit and income taxes. “You are solving a political solution, dear Republicans, you are creating stable dependence in communities. Imagine that an opposition candidate is elected in a definite community, but the locals do not want him to be elected and hence vote for the pro-government candidate because they want a village headman capable of bringing funds from Yerevan. Now you have submitted a complicated bill which encourages corruption and reinforces the power of the Republican Party. The absence of changes means of lack of progress,” the lawmaker said. The lack of self-sufficiency in communities stimulates migration. “We are against such half-finished laws. It is equal to constructing a fifty-story building without laying the foundations first. Mr. Terteryan, how are you going to ensure transparency of activities after the adoption of the law? You are focusing on minor problems for some coins…” The National Assembly continues discussing the draft law on Financial Equalization of Armenian communities.
