“One of the PM’s tasks is so that the communities’ budgets are drawn in an optimized way, the unnecessary expenditures and the subsidies should be reduced, because in the strict sense of the word they may lead to the corruption. Huge amounts of money with inappropriate articles, these funds are mostly turned to kickbacks or they are lavishly used for the other purposes or they are given to the public bodies to please them,” Gagik Makaryan, the Chairman of Republican Union of Employers of Armenia (RUEA) told the journalists. According to the Chairman of the Union, the next task of the Government is to report on expenditures, to demand the expense report from the regional administrations, to hold control bodies adjacent to the Government and the Ministry of Finance accountable and find out why they haven’t paid attention to unnecessary expeditions. “If the Government is struggling against the corruption so long time, it means it doesn’t have any wish to prevent it or isn’t able. It is possible to straggle against the corruption only one month and fill the budget with 100 millions”. Mr Makaryan thinks that the problem with our PMs is the fact that they don’t fully fulfill their rights and functions: “When they fear, they don’t do, they avoid and they don’t openly say, but when the time comes and the knife reaches the bone, the president of the RA and the NA always can tell the Prime Minister that he didn’t fulfill his functions. And PM cannot say that he didn’t fulfill, as he was hindered.”
