No major changes are expected in the negotiation process, by the end of the year as Azerbaijan will stick to its non-constructive approach, Giro Manoyan, Head of the Hay Dat office of the Armenian Revolutionary Federation - Dashnaktsutyun (ARF-D), said on September 5. Azerbaijan hampered the final signing because it does not want to recognize Karabakh's self-determination. Giro Manoyan says after the four-day war in April, Presidents of Armenia and Azerbaijan met in Vienna and Saint Petersburg to discuss the strengthening of the ceasefire in order to be able to continue the talks over the Karabakh conflict. Manoyan says the talks about territorial concessions can be interpreted incorrectly. "Armenia has accepted the principles of territorial handover as a basis for negotiations, but there is no agreement on the basic document. Any talk about unilateral concessions by Armenia is wrong as they give rise to talks,” Manoyan said.
