HCAV: “We assess these events as a state terror against unarmed civilians”

On the night of July 30, 2016, the RA Police forces committed large-scale organized acts of violence coupled with the use of special means, beating, physical and psychological pressure; as a result, more than 60 civilians sustained physical injuries of various gravity and 165 civilians were apprehended. After March 1, 2008 the acts of violence committed by the police have been noteworthy for their particular cruelty and such violence targeted the inhabitants of Sari Tagh district of Yerevan city, regardless of their age and sex. Children and women also suffered violence. We assess these events as a state terror against unarmed civilians. By condemning the violence exerted by the police, we consider RA President Serzh Sargsyan to be directly responsible for it. The Republic of Armenia, in its capacity of a member state of the Council of Europe, the United Nations and the OSCE, fulfilled none of its human rights commitments. We hereby urge the international and intergovernmental organizations, with Republic of Armenia among their member states, namely CoE, UN, OSCE, to immediately activate their presence in the RA to prevent the ongoing violations of human rights by the authorities, ensure the application of the principle of rule of law in the RA and require that the RA authorities fulfill their international human rights commitments.
