The text of the agreement on creating united system of air defense is quite unclear and gives ground to misinterpretations. “Government is not the same as command. The command will be situated in North Caucasus in the hands of the Russian side. There would be no problem, if Armenia didn’t have an enemy like Azerbaijan, with whom Russia has good relations. There can be clash of interests,” noted Hayk Martirosyan, Doctor of Political Science, during the discussion organized by Media Center. According to his words, Russia must bear responsibility for the actions of Armenia against Azerbaijan’s air defense, suppose, under conditions of air attack, “Here political and military deep problems come forward.” Hayk Martirosyan says that at least in terms of air defense of Armenia the command must be in Armenia and it will be a good gesture. “In general, yes, the decree also stems from the interests of Armenia, but to say that it stems from the interests of Armenia by 100 percent won’t be right,” summed up Hayk Martirosyan. At present equipment is installed, by which in 3-4 minutes rockets can reach Sochi, where Putin often visits.” Hrant Melik-Shahnazaryan, Political Scientist, Military Expert, adds that there are air defense systems in Armenia, which have been managed by Russia before the agreement to enter into force. “It creates an opportunity to use S300s stationed in Gyumri military base or, for example, receive information about any movement in the Caspian Sea or Azerbaijan whether it is rockets, aviation forces etc,” noted the political expert.
