There are numerous flaws and incomplete definitions in the human rights section of the draft constitution. The draft document states that a person cannot do a thing which conflicts with the rights of other people and is in violation with the laws and Constitution. “It means that any action that a person can take can be restricted by the principles of constitutional order,” says Heriknaz Tigranyan, a legal adviser at the Transparency International Anticorruption Center. Human rights activist Avetik Ishkhanyan says he supports the parliamentary system of government but he cannot understand why the demand is put by the authorities and not by people. “I do not know any county where the authorities have placed limitations on their power with their own initiative. How did it happen that the authorities have become so kind as to divide the power?” said the human rights activist. Armen Grigoryan, a member of the “You Won’t Pass It” civic Initiative says the adoption of the draft constitution by the National Assembly does not reflect the moods of people. “The results of a survey conducted by APR Group show that 65 percent of people believe that constitutional changes are not necessary. Another 15 percent are undecided, “ said the political analyst.
