Ara Papian: Ministry of Foreign Affairs does not know what it wants (video)

Founder and Head of the Modus Vivendi Center, Ara Papian does not have any expectations from the next meeting of the Armenian and Azerbaijani Presidents which is planned to be held by the end of the year. “The Azerbaijani side was not ready for compromises from the very beginning and is constantly intensifying its rhetoric, especially in recent years we hear it in connection with Yerevan, Zangezur and Sevan.  If you do not have a goal, you can achieve that goal. If they [Azerbaijanis] have no intention to resolve the conflict in a peaceful way, of course, the high-level meetings will not yield any results,” Mr Papian said today. Speaking about the border tensions, the diplomat said not a single force is interested in the violation of the status quo. “A lot will depend on key players in Armenia and Azerbaijan. The opinion of the US, Russia and the European Union is also important. The West is getting more and more critical about Azerbaijan. On the other hand, Turkey is a very busy with its internal problems and cannot support Azerbaijan the way it expected,” he said. While Mr Papian predicts more tensions on the border, he says on the whole the situation will not change. Speaking about the policy of the Armenian Foreign Ministry, the diplomat said ‘they do not make statements because they do not know what they want.’ “But the Ministry of Foreign Affairs is an important political structure.  Let us not forget that three people have the right to speak in the name of the country – the president, prime minister and foreign minister,” he said.
