On September 2, 1991, the joint session of the regional council of people’s deputies of the Nagorno-Karabakh Autonomous Region (NKAR) and the Shahumyan council of people’s deputies adopted a declaration “On the Proclamation of the Nagorno-Karabakh Republic”. Although the 24-year-old republic is now facing numerous problems, one of the priority issues is the resettlement of the liberated territories. “Those lands should be inhabited. People should feel connected to those lands. The more people live there, the less concerned we shall feel about those lands. Of course, time does not wait. We should populate these liberated territories more rapidly,” says Edik Minasyan, Dean of the YSU Faculty of History.
