Hovhannes Sahakyan is surprised at the concern of the Armenian National Congress (HAK) that with the Constitutional amendments the President of the National Assembly can solely offer a candidate for Prime Minister: “If the majority of the parliament chooses head of the parliament, who will nominate? Will anyone from the parliament come and say “I nominate this or that candidate”, says the NA HHK faction member Hovhannes Sahakyan. Mr. Sahakyan says that in the parliament having stable parliamentary majority it isn’t excluded, that other political forces can also nominate their candidates for Prime Minister: “Yes, they can, if they keep all those procedures.” The lawmaker is much concerned about the provision of the HAK statement according to which after implementation of these constitutional amendments in Armenia any change of the government will be possible only through acute confrontation between the society and the authorities. HHK will be attentive: “They show the way, call on and lead to confrontation.” The political forces say that the Republican Party is going to pass this draft Constitution, which the party has adapted to itself, through falsifications and is going to become an eternal authority. Hovhannes Sahakyan offers those, who express such concerns, to look at themselves: “If we don’t have enough human resources in the party to be able to provide all the provisions included in that electoral code through trustees, members of the committee, but at the same time we speak from rather bombastic and high positions, I am concerned about it.” Lawyer Ara Ghazaryan doesn’t know any nationwide voting in Armenian from 1995 to 2013, which hasn’t been falsified. He doesn’t have any guarantees that the upcoming referendum won’t be falsified again. So isn’t it obvious that the aim of the authorities isn’t the reforms of the political field: “If it has been bad before does it mean that this one will also be bad? I don’t want such a presumption. As if we think so, on June 23 the Police would use force the way it was done on March 1. Why didn’t it use? As something has changes in this country. The lawyer has got an impression that the civic society is developing in Armenia. It is good, the changes will be from the bottom to the top, we shouldn’t think that there will be no changes: “If we are guided by the presumption of the fact, do nothing, are we supposed to leave this country?” he says. By the way, the lawyer is sure that the referendum on the constitutional amendments won’t inspire confidence if the lists of those, who took part in the referendum, aren’t published. The publication of the lists must be a precondition for the referendum.
