Constitutional law expert Vardan Poghosyan considers that the new draft Constitution can create the state of democracy, which was defined by Popper, “Democracy is when the people are able to elect and change their government without bloodshed.” The constitutional law expert thinks that due to the suggested Constitution the government will not be able to avoid responsibility anymore, “They will be asked that they have promised to implement this or that, have you done or not? The elector himself can easily decide.” Asked why the concrete number of the deputies in the NA isn’t fixed in the draft and it is just mentioned “at least 101”, Mr. Poghosyan notes: “If the majority is formed during the first round, and there is no need for the second round, the number of the NA deputies is 101. But if the second round is held, the winning power gets additional mandates. It gets these additional mandates by the increase of the number of deputies, and not from the mandates of the defeated parties.” Vardan Poghosyan claims that the suggested version needs corrections, “Who prevents the citizens from presenting their observations or vision?”
