Did Brazil recognize Armenian Genocide or not? Dashnaktsutyun has certain doubts

Spokesman for the Armenian Ministry of Foreign Affairs, Tigran Balayan, neither confirms nor denies Foreign Minister Edward Nalbandyan's statement on the recognition of the Armenian Genocide by the Federal Senate of Brazil which was posted on the Ministry’s website on May 29. “Whatever is written on the website, is in effect,” Mr Balayan said in reply to A1+’s question whether the Ministry officially confirmed that the Brazilian Senate had recognized the Armenian Genocide. A1+ has also talked with Tatul Hakobyan, a journalist working with Civilnet.am who in his article dated May 31 refutes the recognition of the genocide by Brazil’s Federal Senate.  The journalist says he relied on the information provided by the ARF Hay Dat Office, which also denied the information. In recent days, pro-government forces in Armenia have been announcing that the Brazilian Senate unanimously adopted [last week] a resolution recognizing the Armenian Genocide of 1915. Vigen Sargsyan, Head of the presidential administration, Coordinator of the Armenian Genocide Centennial Events, wrote on his Facebook on May 29 that Brazil became the 24th country to recognize the Armenian Genocide. In his statement made on May 29, Armenian Foreign Minister Edward Nalbandian said, “The irrevocable process of international recognition of the fact of the Armenian Genocide is underway. Armenia welcomes the Resolution recognizing the Armenian Genocide adopted by the Federal Senate of the Federative Republic of Brazil. With the adoption of this Resolution Brazil made a significant step in support of international community’s efforts in the prevention of acts of genocide and new crimes against humanity.” “The information that we have is the following. The author of the draft resolution left a post on his Facebook account that read, “We submitted the document and it was adopted.” I must say that there is confusion here. Hay Dat Committee possesses information that the resolution was not debated and put to the vote in the plenary session of the Senate. It is not clear then who adopted the resolution – the committee or the session?” Giro Manoyan, a chief foreign policy spokesman for the Armenian Revolutionary Federation – Dashnaktsutyun, told RFE/RL's Armenian service (Azatutyun.am). A1+ has also contacted the Embassy of Brazil in Yerevan but they said they could not answer the question at this point.
