Gagik Harutyunyan: Reproduction of acting authorities is much easier with present Constitution (video)

The final choice of parliamentary or semi-presidential model of governance is to be made by the person who initiated the constitutional reforms in the country, i.e. Serzh Sargsyan. “It won’t be logical if the initiator submits two options to the National Assembly and says that he endorses the concept of the constitutional changes but lets the legislature make a final decision,” says Gagik Harutyunyan, President of the Constitutional Court of Armenia. He says the constitutional reforms are not aimed at ensuring reproduction of the acting authorities. "If the acting regime, as many of you like to say, really seeks reproduction, the current Constitution gives them more chances for it,” he said. Mr Harutyunyan says the constitutional changes will help resolve a number of key issues. “I am not a young boy with little experience and I fully imagine what is going on in this country. I have gone through everything. I would not like my children and grandchildren to live in a country where their fate is decided by individuals.” The president of the Constitutional Court knows that there is a lack of confidence in electoral processes and institutions in Armenia. He also knows how they can restore people’s confidence and implement changes. Mr Harutyuyan does not feel personal responsibility for the ongoing constitutional crisis in Armenia. He says he has done so many things as CC President. "I've written more than thirty books and more than 200 articles on the theme,” he says.
