Head of Stepanakert Press Club Gegham Baghdasaryan says elections in Arskah are free, but not fair. “Cabinet formation can be a long process and cannot be confined to a one-month election campaign. And if the political forces running in the race have equal opportunities in that one month, things will change after the campaign,” he said. Mr Baghdasaryan says the May 3 parliamentary elections in Artsakh were a step forward as compared with the previous elections, because they were held in a competitive atmosphere, unlike the previous ones. “The elections were held in an atmosphere of competition and this is the main distinguishing feature of the Sunday vote,” he said adding, “Democracy is a long process and it requires precedents and traditions. I hope that democracy will be established in Artsakh over time, but the fact is that not all political forces have equal footing during elections.”
