Azerbaijan bears full responsibility for the escalation of the situation - Armenian delegation said at OSCE PA meeting

On November 20, the Armenian Delegation to the OSCE made a statement at the OSCE Permanent Council meeting focusing on the violation of international humanitarian law by Azerbaijan. Regarding the downing of an Artsakh MI-24 Army helicopter by Azerbaijan during a training mission near the Line of Contact, Armenian delegates said that Azerbaijan hinders their attempts to approach the wreckage of the military helicopter, keeping the crash site under constant shelling. They noted that Azerbaijan also rejected the calls by the OSCE Minsk Group co-chairs and International Red Cross Organization to access to the wreckage of the military helicopter, explore the crash site and remove the bodies of the three crew members.  This is a violation of the Geneva Conventions. The Armenian mission calls on the Azerbaijani authorities to fully abide by international humanitarian law and to allow Armenians to approach the crash site. They stressed that Azerbaijan bears full responsibility for the escalation of the situation.
