Head of Shamut village Baghish Vanyan says his conscience will not allow him to remain quiet. Everyone knows each other in the village that has 352 residents, and he cannot simply force them to pay taxes. He sees his villagers working hard to afford basic necessities.  Many are falling well below society's standard of living. The village headman says he cannot ‘lay his human qualities aside’ and perform his duties. Taxes in this village of Lori region are collected by 80 percent.
