Convict reported abuse of authority by penitentiary institution officers
A criminal case has been initiated under the RA Criminal Code, Article 309, Part 2, based on the materials prepared by the Special Investigation Service of the Republic of Armenia on the basis of the report filed by the convict of RA Ministry of Justice “Hrazdan” penitentiary institution. On December 10, 2013, the convict filed a report that while he worked in the bakery adjacent to “Hrazdan” penitentiary institution during the period 2007-2008, for the purpose of leaving the premises of the penitentiary institution during the night he gave money for each absence to the guard shift supervisors of the penitentiary institution implementing supervision over him. On the basis of the above-mentioned report, materials were prepared as well as a criminal case was initiated by the Special Investigation Service of the Republic of Armenia under the RA Criminal Code, Article 311, point 2. Later on the convict submitted a request to the Prosecutor General of the Republic of Armenia for not taking any action upon the report previously filed by him on the grounds that he had written it being in an emotionally unstable condition. Afterwards the convict gave testimony that he had actually written the request to the Prosecutor General of the Republic of Armenia under dictation of the officers of RA Ministry of Justice “Hrazdan” penitentiary institution as well as a group of masked people unknown to him as a result of threats and violence used by them against him.
