“ARMENTEL” THREATENS WITH APPEALING TO THE INTERNATIONAL ARBITRATION

An open meeting over periodical and premeditated infringement of the licence conditions and clauses held today. Government representatives – Andranik Manukyan, Minister of Communication and Transport, Justice Minister David Harutyunyan, Communication Deputy Minister Vaghinak Kocharyan, Georgius Vasilakis,”ArmenTel” Executive Director from Greece part, Maclares, OTE representative as well as Chair of Council for “ArmenTel” Heads and Armenian representatives of “ArmenTel” took part in the meeting.
The meeting was presided by Vladimir Movsisyan, Chair of Committee for Power Engineering Regulation.
On behalf of OTE Maclares announced Armenian Government made no effort to support the greatest investor. Even the meeting was held after 7 % of “ArmenTel” stocks had been seized
“It’s a unique incident. Government has a debt of 5 million $ and creates a hostile atmosphere among subscribers, calling them not to pay, instead of supporting us” .
“There is inimical climate for investors in Armenia. Their rights are infringed. We work under threat and will have to appeal to the international arbitration to solve the problem in due course ” . Then Maclares left the meeting.
Andranik Manukyan didn’t answer Maclares’ statement but stating it’s of provocative character.
“Armenian Government had one task only – to provide both qualitative communication and services. But even a cent is worthless to pay for communication supply like this. Our demands are true and the statement over appealing to the international arbitration is a threat” , Manukyan said.
Government has hired “WFI Consulting” Company as an empowered body to study “ArmenTel” activity. But by breaking the appropriate requirement of the licence, “ArmenTel” didn’t allow to carry out checking.
Georgius Vasilakis stated they hadn’t properly been informed about checking and Government has no written basis to prove “ArmenTel” to have been informed and to fail to fulfil the requirement.
David Harutyunyan confirms the contrary.
The final decision will be known after Vardan Movsisyan makes a written resolution and sends it to the parts.
