To judge on the merits, the 2003 Budget Bill, submitted for the National Assembly consideration, is beneficial rather to state officials than to socially insecure groups of people. Justifying the government approach to wages distribution to social different strata, Finance Minister Vardan Khachatryan says it is more easy to solve 1 or 131 people problems than 500,000 ones’. He meant pensioners, as Armenia is estimated to have some 500,000 pensioners.

The Minister say lawmakers earn too little money to think over the republic future. Therefor, MPs salary, according to the Bill, should be increased to 360,000 drams. Under the same budget, tax agencies employees are to be given a chance to “build the country future”. The Bill specifies ordinary tax inspectors’ salary to be equal to 200 USD.

The budget allocates 2 billion 963 million drams to the State Property Ministry and affiliated to National Assembly Custom Service employees.

In a bid to raise high-ranking officials’ salaries, the government allots 764 million drams.
