Instead of privatizing the enterprises under tender our Authorities prefer to sale them at low prices ,- Aram Sargsyan, former PM as well as former director of “Ararat- Cement ” factory says citing the PDNs or Ararat – Cement examples.
Let’s remind recently “Ararat - Cement” has been placed at possession of Belgian “Roberto” organization, the one registered in an off-shore zone. The Belgian origin of “Roberto” seems dubious to the former PM. “It’s beyond controversy, one of Armenian oligarchs stands in its back” ,- Sargsyan says.
”Ararat - Cement” was sold at 8 million $, 200.000 out of it in cash. The rest is to transferred to “Itera” Company for the debt the factory has accumulated. Those responsible avoid to cite concrete figures. §The debt grows day by day, so we can’t say anything concrete” , the factory accountant says.
Aram Sargsyan says a year ago when he was the factory head the debt made 1 million $. But there were raw materials of 1.600.000$. The debt makes 8 million $ at present. §One must look for criminal elements if within a year the factory had a loss of 8 million $. It means the factory was made bankrupt knowingly in order to give it to certain “Roberto”.
“No tender was announced for or else I would take part in it and have a program proposal” ,- Aram Sargsyan says.
By the way, “Ararat - Cement” staff suggested an investment program of 28 million $. But an international auction was announced for (only the companies having international audit could take part in it). So the staff missed its chance to privatize the factory
”One more enterprise was privatized. It used to have profit while working at 15-18 % power. It wasn’t a burden for the state. The factory could be competitive in the market for extra 5 years. An off-shore company owned it. No need to be surprised as the present Authorities are off-shore, too” ,- Aram Sargsyan says.
